Depart, arrive or connect in the EU, if operated by an EU-based airline, or else depart from the EU if operated by an airline based outside of the EU. The regulation covers the whole journey, regardless of any stopovers.
If your flight's arrival was three or more hours late, you have the right for compensation, the amount depending on your itinerary and flight distance. If the departure was two or more hours late, you may be compensated for your extra expenses like food, transport and accommodation, depending on the length of your flight.
You are eligible in all cases, except if your flight was cancelled more than a week before the departure date and you were offered re-routing by the airline close to your original departure and arrival times. The exact amount of compensation depends on your itinerary and total flight distance (regardless of stopovers).
You have the right to be reimbursed for the full cost of your ticket, and to be compensated same as for cancellations. In addition, you also have the right to be reimbursed for your receipts of extra expenses such as food, transport and accommodation. However, if you volunteered to stay when asked by the airline, you are only due reimbursement for your original ticket price, and only if you did not accept a substitute flight.

However, only specific types of bad weather may be considered special circumstances, for example lightning strikes pose no threat to the safety of the flight and although quite “special”, they do not fall into this category. Crew strikes, delays from previous flights and most technical defects cannot be considered special circumstances either.
